A never-seen-before compilation of official letters, documents, threats, and other forms of evidence that (despite the best efforts of the Dalai Lama and the Central Tibetan Administration to deny its existence) proves that the ban on Dorje Shugden’s practice does exist, was enforced, and that Dorje Shugden practitioners are discriminated against and segregated as a result.

SPECIAL NOTICE TO DOCTORS & STAFF MEMBERS

As we all know, our exile government’s oracles have pointed out repeatedly and in naked words that the worship of Dorje Shugden poses a danger to the well-being of the Dalai Lama, besides posing danger to the cause of Tibet.

Above all, in the recent Lamrim and Tamdrin Yangsang addresses, His Holiness has again emphasised on the worship of Dorje Shugden. Herewith we bring out an extract of the addresses. Regarding this, all government employees in Dharamsala have already passed resolutions in favour of it. Since it concerns the cause of the Tibetan people and above all His Holiness wellbeing, we cannot leave it as it is.

Therefore if we do not have amongst us those who worship Dorje Shugden, we should resolve not to worship Shugden in the future. Whereas if there is anyone who worships Dorje Shugden, they should repent the past and stop worshipping. They must submit a declaration that they will not worship in the future.

In case there is anyone who doesn’t abide by the addresses of His Holiness to give up Shugden worship, then, since there is nothing more important that the well-being of the Dalai Lama and the Tibetan cause, such persons should submit their resignation. There is no other alternative for such person.

One should also take stringent responsibility to urge relatives who worship Shugden to abandon this worship. At the gathering of the relevent staff members, make this announcement. And make sure that no one comes up with excuses of not having heard it. We also request you to send us the signed resolution at once from each and everyone.

An official letter from the Tibetan Government in Exile’s Department of Religion and Culture, demanding the eradication of Shugden monks within Ganden Shartse monastery.

To the Abbot and Administrators of Shartse Monastery,

… However, it would contradict the resolutions passed by Tibetan peoples’ deputies as well as the direction of Tibetan Government in Exile on the grounds that he/she gets the majority vote.

There have been monks who are members of the Dorje Shugden Society. So if the head of the monks are not agreed by majority, there would be disharmony and crisis among monks. Therefore you should follow the rule which is clearly indicated, without contradiction.

The Department of Security of the Tibetan Government in Exile wrote this letter to Ganden Shartse Monastery, prohibiting its monks from attending Dorje Shugden events and directing the Abbot and administrators to expose the identity of monks who attended.

To the Abbot and Administrators of Shartse Monastery,

As stated in the letter dated February 10, 2000, the Dorje Shugden Society organizes and hosts the Great Prayer Festival every year in Nepal, and some monks from Shartse Monastery attend this event.

In general, the public sincerely comply with the instructions given by the Dalai Lama. However, a few disregard the institution. In particular it would cause complaints against the Monastery from the Public.

Therefore, you should be attentive not to allow such a thing to occur afterward. And you should inform us of the monks who attended the Prayer in Nepal.

We think that a monk requires permission to leave and stay out of the monastery in accordance with the rules and regulations, and so it is vital to pay attention. And you should be attentive not to allow the Monastery to incur a bad image from the Public due to actions by some monks.

The public of Mundgod, Local Youth and Women Associations recently sent a letter to the Abbot, stating that there will be a crisis if a new Dorje Shugden Temple is built. Therefore you should dispel the negative and create the positive.

A directive from the Department of Religion and Culture barring the issuance of travel recommendation letters for Dorje Shugden practitioners.

To Settlement and Welfare Offices

Concerning monks and nuns who wish to travel to foreign countries after obtaining a recommendation letter from the local settlement and welfare office on the strength of the authorisation letter from their monasteries, after these are received at this office, (this office) has to obtain authorisation from the Cabinet Secretariat after verifying whether or not the candidate meets the following requirements.

It is therefore recommended that the concerned local offices verify these requirements at the outset before issuing their recommendation letters:

1. Certificate from the local Freedom Movement Office verifying the serial number of the candidate’s tax book for Tibetan freedom and the faithful payment of the Tibetan freedom tax dues,

2. Photocopy of the candidate’s Foreigner’s Registration Certificate for Tibetans living in India and its serial number,

3. Attestation from the monastery and the abbot, that neither the host, whether a private individual or organisation, as well as the invitee is a devotee of Dholgyal (Shugden), and that neither the host nor the invitee has any connection with Dholgyal,

4. Endorsement and stamp of the nearest Indian mission in the host’s country on the invitation letter,

5. Attestation letter, if the host is a Tibetan, that the host has faithfully paid the Tibetan freedom tax dues.

A recommendation letter bearing clear mention of each of the above requirements would help us to speedily obtain clearance from the Cabinet Secretariat. Hence we recommend that the local officers implement this directive accordingly.

An announcement from Ganden Jhangtse Monastery detailing the expulsion of eleven monks for their support of Dorje Shugden.

ANNOUNCEMENT

On the 14th of July 1996, about a hundred monks who are devotees of Dorje Shugden conducted a peace procession. About eleven monks from Gajhang [Ganden Jhangtse] Serkong House joined in that movement. This was witnessed by all the monks.

We convened an enlarged meeting on July 24 concerning this development. That day, it was decided that when all the monks have gathered in the debating courtyard, these monks should be expelled from the monastery.

It was further added that if this was not carried out, all the monastery’s regular programs will be put on hold, and further, there will be a hunger strike against them. Therefore, these monks have been expelled from the monastery.

It was futher decided that this procedure will be followed in the event of all such actions in the future. We also wish to remind that this is not the whim of a few individuals; this is a genuine democratic process.

Since earlier time, the following monks under the affiliation of Sera Mey Pomra, whose names are listed together with their photos, have engaged in mere conceit exaggeration to around six thousands monks, in the name of Dorje Shugden.

Therefore, the lords of law of Sera Lachi Monastery, disciplinarian Geshe Thupten Tendar and disciplinarian Geshe Tsultrim Gyaltsen have excommunicated them from the institution of Sera Monastery. We thus call for Tibetan public and monks not share to religious and material resources with these persons.

RESOLUTION BY GANDEN TSOGCHEN

Whereas an announcement is going to be made at the behest of (the Tibetan exile govt / Dalai Lama ?).

And whereas we want this announcement to be accomplished with satisfaction.

We have called an extended meeting of the two abbots, the former abbot Ven. Lati Rinpoche, the officers of Lasher, the chant master (of Lachi), the administrators of the two monastic colleges (of Ganden), the chant master (of these) two monastic colleges, and the masters of the 23 houses of Ganden, on this day of May 1, 1996, we unanimously resolve that:

If during the announcement there is any action on the part of anyone that will smear the reputation of Gaden Lachi, that person / those persons will be expelled from the monastery. Likewise, anyone who supports (him / her), or voices opinions, or ask questions (of the delegates) will be expelled from this establishment.

Moreover, the guardians of the said offenders shall make a very elaborate gift of tea and bread to the entire monastic establishment.

In complete agreement over this resolution, we sign our names this day of May 1, 1996

As you are aware of to some extent, H.H. the Dalai Lama, the head of Buddhism, will visit the Camp. On this occasion he has kindly accepted to give three different teachings.

Although we, all Tibetans, have a strong willingness to obtain the nectar of the teachings given by the Dalai Lama, Dorje Shugden devotees are not allowed to attend his teachings. The Dalai Lama has also emphasized as such during his teachings.

Therefore we have no option but to request that you should pay proper attention to such persons. Moreover, the list of attendees should be scrutinized. Since the office has arranged to distribute a card to each attendee, the list should be sent here immediately.

We received your two letters dated September 10, 2007. The gist of your letter is that you came to study Buddhism in Tibetan monasteries, and want to have audience with His Holiness the Dalai Lama, with the expenses paid for by your parents, and regardless of enemy, wind and hills.

You have no way to go to Tibetan monasteries, except to the schools. And it was already announced that you cannot stay in the Tibetan Reception Center.

At our final announcement, those who worship Dholgyal [Dorje Shugden] cannot go to Tibetan monasteries. As soon as you received the new decree of not permitting you to stay in the Tibetan Reception Center, you all agreed to return back to your birthplace [Tibet] and asked for expenses for your return.

Since the Charter of Gelug conduct has already resolved not to allow those who worship Dholgyal continuously, the Kashag has urged the implementation of the policy of not providing the recommendation letter to join any Gelug monastic establishment affiliated to Department of Religion and Culture. There is no way to provide a recommendation letter to you.

Since you arrived in Nepal, all the concerned officers have explained that you can go to school. Not only that, when your delegates approached the Kashag, they were given similar explanations. Therefore, there is no way to provide a recommendation letter to join the Tibetan monasteries.

Likewise, it has of common rule that, after having audience, [everyone] should leave the Tibetan Reception Center within 15 days. We have received special approval to provide expenses for your return back [to Tibet].

The General Secretary of the Department of Religion and Culture personally decrees that recommendation letters for monastic entry are not to be issued to Dorje Shugden practitioners.

To Abbots and Administrators of the Gelug monasteries,

We have received the copy of the decree dated 02.17.2007, which was sent by the Kashag [Tibetan Cabinet] to the directors of Tibetan Reception Offices, and urged us to send the notice to every Gelug monastic establishment.

Simply for the sake of Tibetan religion and politics, His Holiness the Dalai Lama has been giving advice regarding the worship of Dorje Shugden; even the Head Reception Center has been describing the reasons behind the Dalai Lama’s ban against worshipping Dholgyal (Dorje Shugden) to our Tibetan brothers from Tibet. But we still provide the same recommendation letters, without discrimination, for schools and monasteries to the few Tibetan newcomers who continue taking a rigid stand to worship Dholgyal.

However, in the 7 of 12 section of Gelug’s Code of Conduct resolved on the gathering of Gaden Tripa, Sharjang Choje, abbots and representatives, it is clear that those who want to join a monastery must give up the worship of Dholgyal [Dorje Shugden]. As such, the Head Reception Center must explain to them the reasons why the Dalai Lama has imposed a ban on worshipping Dholgyal.

In case they didn’t listen and take a rigid stand of continuing their worship, there is no way to let them enter any Gelug Monastery including Sera, Drepung and Ganden. Therefore, from the day you receive this decree, you must implement the policy not to provide a recommendation for any monastery which is registered in the Tibetan Government in Exile’s Department of Religion and Culture. But we urge you it is clearly written that for students who want to join a school, it is fine to provide a recommendation.

To the monks under Sera-Mey Pomra monastic section, the object of refuge, who did not pick the vote-stick and who didn’t take oaths:

We, the members of standing committee of Tibetan Youth Congress and Tibetan Woman Association here in Bylakupee as well as the members, would like to request you:

His Holiness the Dalai Lama, the champion of peace and spiritual and temporal leader of Tibetan religion and politics has delivered advices and instructions at row.

In the announcement by Department of Culture and Religion of Tibetan government in exile, “Henceforth, in order to not pollute the commitment between guru and disciple by those who continue to worship Dholgyal [Dorje Shugden], they [Shugden devotees] are not permitted to attend the teachings of the Dalai Lama; they are not permitted to be admitted in any Gelug monastery, as per the charter of Gelug monastic establishment; and they are not permitted to take part together in prayers, exams and so on. Nevertheless, they can equally enjoy other rights of Tibetan in exile.

It is imperative to take this into consideration to maintain peace and security in the community, and that there should be no harassment between Shugden monks and non-Shugden monks. Furthermore, spiritual activities including the great prayer festival in Sera, Drepung and Ganden should be held traditionally – and on time. Even in the future, each monastery must accept if anyone, with pure motivation, takes oath and engages in what to take and what to abandon.”

It is vital to abide by the words of His Holiness the Dalai Lama, the refuge of this and next life, and in particular, there is a peril that will stain the dignity of Sera Mey Monastery and the root of happiness of the six million Tibetans.

Therefore, in order to maintain pure commitment and harmony as it was within Sera Mey Monastery in particular, and to ensure the dignity of Sera Monastery as it used to be, we strongly request you, from now on, to give up the practice of Dholgyal, and to take vote stick and oath of not worshipping. And we urge you to bear the matter in the mind.

To the executive members of the so-called Dorje Shugden Society of Delhi,

Recently, the 39th general meeting of the governing body of the Tibetan Youth Congress was held in Kulu Manali, Himachal Pradesh, from July 1st to 5th of 2008. The meeting was attended by 92 members from 45 local enclaves of India, Nepal, Bhutan, Taiwan and so on. We have thoroughly discussed on the principally related political agendas.

In the 2 resolution of the agenda no 5, the governing body has resolved to send a letter to the effect that the Tibetan Youth Congress rejects and single pointedly protests the Dholgyal followers’ so-called Dorje Shugden Devotees Charitable and Religious Society, for taking His Holiness the Dalai Lama and Kalon Tripa Samdhong Rinpoche to court on the baseless allegations.

During the time when our brothers in Tibet are sacrificing their lives, engaging in tremendous campaigns of saving Tibet and protesting against China, to our sadness you have reversed the black and white, and accomplished the necessities of the Chinese government by protesting and criticizing when the Dalai Lama travels to the foreign country.

Not only that, we, the head and locals of the Tibetan Youth Congress do not accept that you have sued them with the baseless allegations, regardless of the kindness of His Holiness the Dalai Lama, Kalon Tripa and Himachal government. Furthermore, this governing body will show the clear expression of our single-pointed protest.

In future we will remind you not to mistake friend and enemy, and to know the manner of maintaining Buddhadharma and living beings, as well as to know the purpose and benefit of the instructions given to the Tibetan public by His Holiness the Dalai Lama.

The Local Assembly of Tibetans in Switzerland and Liechtenstein passed anti-Dorje Shugden resolutions despite residing in countries famed for their neutrality. The discriminatory policies against Dorje Shugden practitioners have clearly gone international.

TIBETAN COMMUNITY IN SWITZERLAND AND LIECHTENSTEIN

On August 16, 2008, in the local assembly of Tibetan people in Switzerland and Liechtenstein, their Deputies discussed thoroughly with great responsibility. After that, the Local Assembly’s Deputies extended their appreciation to the Resolution (1996) adopted by the majority regarding the worship of Dholgyal (Shugden).

Due to necessity, there is now no option but to add three new resolutions on top of the existing five resolutions. We request all Tibetans who are above 18 years old in Switzerland and Liechtenstein to fully follow the content of these resolutions.

A: The five resolutions passed unanimously by the Local Assembly’s Deputies on July 6, 1996 are:

1. The Dholgyal worshipper must completely give up [the practice] henceforth.

2. Those who do not worship Shugden must follow the instructions without falling into the trap of others.

3. You all must invite only those who do not worship Dholgyal, when you need to perform puja for oneself or for the Dalai Lama’s well-being.

4. Be it in private or in a group, when you make offerings to the monasteries in Nepal, India, etc, you must do these offerings to monasteries which do not worship Dholgyal.

5. You must bear in mind the instructions of politics and religion and abide by them without any contradiction.

B :Three additional resolutions adopted on August 16, 2008 by the majority during the Second Session of the Local Assembly are:

1. Recently a few Dholgyal followers have engaged in baseless criticism against the Dalai Lama in public. This we recognize as a conspiracy to spread rumors through gossip.

2. Those few Tibetans who criticize the Dalai Lama, we recognize them as being in the category of Chinese government’s politics, directly, indirectly and thoroughly.

3. We will collect signatures as a truth witness which represents voluntary support for the above-mentioned points.

The following Resolution have been passed Unanimously and declared:

All the resident of Gaden Jangtse Thoesam Norling Monastery will be issued a fresh Identity Certificate (I.D. Card).

However before issuing the Identity Card the resident monk has to fill up the necessary Forms and to sign stating that ‘I am Not A Practitioner of Dorjee Shugden’. If the resident monk who does not agree to sign the form, The Monastery will not issue Identity Card to him what-so-ever.

To the public, ordained and laity, of Tibetan and Himalayan regions;

I will give brief explanation on the reason why [you] are not allowed to share religious and material relation with Dholgyal or Shugden worshippers.

…With regard to the political advises and important instructions on the worship of Dholgyal since 1970 by His Holiness the Dalai Lama, the Bikshu who is the emanation of Avalokiteshvara, all Tibetans outside and inside Tibet who recognize Buddha as undeceivable savior, have recanted worship of Dholgyal and taken oath not to worship in future, without frittering their wisdom of distinguishing savior and non-savior. They are worthy of praise because they did great virtuous for this and next life… Yet, without being satisfied to such extend, all the ordained and laity, the followers of our protector [Dalai lama], should initiate campaign widely…

…In 2008, in the compassionate speech given by His Holiness during the inaugural ceremony of Assembly Hall of Drepung Monastery, he instructed not to share religious and material relation with Dholgyal worshippers. As such, all Gelug monasteries including three ‘Great Seats’ complied with his word; and immediately 99 % did Samantabatra, picking up the yellow vote-stick.

The worshippers of evil spirit Dholgyal launched defamation against His Holiness the Dalai Lama. They fed propaganda that this was forced by His Holiness and Tibetan Government in exile. Nevertheless, no result is possible than merely pleasing China Communist Country. The instructions given by His Holiness at date are consistent with democracy and truth. There is no word of order by force…

…In the wake of oath campaign conducted in the respective monasteries, you the unreligious have already expelled from your monastery. Therefore, that the religious monks would not share religious and material relation with you is consistent with Vinaya…

…Whether you are an ordained or laity, regardless of four traditions of Tibetan Buddhism, it is the intention of Tantra that you are not allowed to share religious and material relation with Dholgyal followers who blame, condemn and annoy Vajra Guru. As such, you should aware that Gelugpa is not only one who ought to fulfill this. If you don’t do so, you will face root downfall of Secret Mantra vow, which is “ Relying upon malevolent friends”.

…You, the leaders and followers of Dholgyal, if you examine these texts with respect for few days, you are possible to create imprint in order to release from this non-religious.

… without falling into the trap of deception and finance, and in keeping with freedom and Buddha’s intention, all Tibetans and Himalayans who have respect and faith in His Holiness the Dalai Lama must decide to cut the religious and material relation with them.. In this regard you must endeavor since it is a superior source of benefit and happiness.

At its conclusion there will be initiations of Avalokiteshwara Ngansong Kundrol and The Five Deities of Kadampa, totaling about ten days.

Thereafter, to a select group, He will bestow the Namshad Doedjo Generation Stage Instruction of Cakrasamvara and the Nudrub Nyema Completion Stage Instruction of Luipa’s Samvara by Je Tsongkapa, and the Two Stages Instruction on Samvara by Akhu Sherab Gyatso.

As such, those who are in the category of devotees of Dholgyal or Gyalchen Shugden are not permitted to come to receive teachings. These apart, all others should reach their respective places punctually at the above timing.

Despite having read much about this matter, it still blows my mind and pains when I blatantly see how open the CTA is in their abhorring discrimination and inhumane conduct. It is no wonder there is no progress for Tibet. Do not blame the worship of Dorje Shugden, blame the CTA for creating the karma for continuous suffering.

HH Dalai Lama says: ” The point I want to make is that i haven’t banned the practice..”Yet here in this article are documents that give, without the shadow of a doubt, definitive proof that there is a ban on Shugden practice. Take for example the following words from a notice to the doctors and staff of the Department of Health. Those who do not worship Shugden “Should resolve not to worship” . Anyone who worships Shugden, “should repent the past and stop worshipping..”.
“They must submit a declaration that they will not worship in the future”.

But by far, the “most definitive proof” are the images of suffering from the atrocities committed on Shugden practitioners who, out of great guru devotion, continue their practice, despite the ban. I have seen in videos on this website, (which shows , without fear or favor , nothing but the Truth), many pictures of tremendous suffering and deprivation because of the ban.

All this proof and we still have to deal with people saying “tell me when the Dalai Lama banned Dorje Shugden! He never banned Dorje Shugden!” And people why Tibetans lost their country and their ineffectual leadership haven’t been able to do anything about it for six decades. Quite frankly it’s pretty embarrassing for them. Sixty years wasted and they have nothing to show for it but bank accounts fattened by the American taxpayer too doped up to realise they are supporting a militaristic dictatorship that is most definitely not democratic. You wanna bring democracy to the world? Start with the people you’re paying off.

Few things comes to mind:
1. hat is the reason that HHDL keeps denying he had issued a ban on Dorje Shugden?
2. Where is human rights? Tibetan in exile is not practicing human rights?
3. Where is religious freedom? Why is the secular leadership dictating what people can worship and cannot?
4. The blatant abuse of power went unchecked? Why?

Everyday, Dorje Shugden practitioners suffered because of the ban and yet nothing is being done for them. All these right under the nose of HHDL.

firstly, this confirmed the ban on the practice of Dorje Shugden. If there is no ban why should they segregate them.

Secondly, they are not practicing the teachings of the Buddha on equanimity. If they do, they would not have posted this this posters denying services and good to anybody.

Thirdly, why are the practitioners denied their basic human right of freedom of religion? You don’t have to like it, you just have to accept it. So, that denial of religious freedom is a violation of human rights.

This is clearly an injustice ban. Everyone has human right that is the freedom to choose their religion. Everyone deserved to be treated the same in terms of medical, education, social benefit and etc.

However, it is very disappointing that the CTA are imposing such ban and incite hatred among the Dorje Shugden practitioners. Isn’t a democratic country suppose to uphold fairness in the governance? A huge violation of human rights.

Unfortunately, the ban still exist even after 20 years. Imaging the suffering that Dorje Shugden have gone through? I hope we can all help to create this awareness and may Dalai Lama lift this unnecessary ban and allegation on Dorje Shugden.

Why Tibet an leadership already lost their country but still enthusiasts to separate their Tibetans just because their people have difference preferences of sporotual practice?

What happened to the sponsored money that people generously donated for Tibetan leadership to take care of the Tibetan people’s welfare but end up seeing how the Tibetan leadership produce books and promotional materials to discriminate Shugden practitioners which has nothing to do with the lost of Tibet?

All these while the Tibetan Leaders said there is no ban, only advice. Really? What kind of advice that will instigate their followers to forbid DS practitioners from entering their shop to get their daily needs? Its 37 out of 40 shops which is like 92.5%. Then those letter of government agencies denying work to DS practitioners. Even the hospital disallowed DS practitioners on their payroll. The pain and sufferings that the DS practitioners had gone through must have been tremendous. Cutting them off from income and daily necessities. What more, ostracising them from their families, friends and communities. Terrible how the monks were treated. Having stayed in the monastery for most of their lives, the forced eviction, very physical eviction I might add, must have been so painful and confusing to them. Old monks were not spared either. Neither were they spared physical abuses too. Having escape to what was to be a better life, instead it became a hell-hole. Tibetan Leaders lied and lied so many many times and no other country dare say a word? Yet they are so vocal about China, Middles East and the many they think had done wrong. Such hypocrites! 20 years and Dalai Lama should really lift the ban already. China will not tolerate religious discrimination. LIFT THE BAN!!!

Why Kiabje Trijang Rinpoche has originated at least three different lineages, such as GMT (LAMA Yeshe), NKT (Kelsang Gyatso) and Ngalso (LAMA Ganchen). What is the difference between them? And why they focus on different aspects?

Why a secular government takes interest in protector practice? What will Dorje Shugden do to affect the government? We believe Dalai Lama is the emanation of Chenrezig and Dalai Lama should be abe to protect the people right and should also able to subdue Dorje Shugden (if he is real spirit) to eliminate this problem once and for all instead of discriminate the practitioners. Get rid the root of the problem and be compassionate with the people. That should be the right way as we learn to be compassionate from the Buddha teaching. Right?

But why here Dalai Lama encourages monastery to expel Shugden practitioners and all Shugden practitioners are not allowed to get the facilities and resources. Why torture your own Tibetan instead?

As an outsider with a casual interest in Tibet, it’s people and culture: it seems to me that given the facts, the worship of Dorje Shugden does not stem from the deeper tradition of the Gelug sect as his inclusion began in the 1930′s because of Pabongkhapa Déchen Nyingpo.

Obviously, the preference for Dorje Shugden (who was considered vengeful) to any Gelug practitioner dabbling with teachings outside of the school was an authoritarian fear tactic to keep some in line.

In the defense of the current the Dalai Lama, I could understand why he would not be thrilled about a relatively new protector that uses violence as a tool. (Very unusual for a Buddhist concept.)

I believe he meant well. However, as some time has passed and he is probably near his end, he has realized that the hurt he has given to those who invoke Dorje Shugden will never go away.

So… better to let them have their way as it is less divisive. It was probably a hard decision, but a wise one. My prayers to all and hope that Tibet can one day return home as one.
